Who was the most wise and the most cruelest sultanate of Ottoman empire?

I can easily say that Selim I is the cruelest one.

• He was fairly wise, clever but at the same time, he was ruthless and harsh.
• He killed his own 7–21 years old nephews and dynasty members without mercy. (His nephews escaped and came to him but he killed them anyway)
• He killed too many of his soldiers. He sent his assassins to kill a lot of noblemen. (one of the most important noblemen that he murdered is Sadrazam Koca Mustafa Paşa)
• He murdered his brother Korkut and Prince Ahmed. (Korkut had supported him )
• He exiled his father (Bayezid II) and poisoned him then.
